Alliance
A formal or informal commitment between states to coordinate security policy, ranging from mutual defense treaties to looser cooperative arrangements. Like all promises between sovereign actors with no higher authority to compel performance, an alliance's value depends on whether the promising party is expected to keep it when keeping it is costly — sustained by reputation across a repeated game (audience costs, the shadow of the future), not merely by the words of a treaty.
