The spread of authoritarian legal and administrative techniques — most documented in foreign-agent registration laws, first adopted by Russia in 2012 and copied and adapted by a range of otherwise ideologically unrelated regimes since — through observed effectiveness rather than formal coordination. Fits Anne Applebaum's transactional-network thesis: legal-administrative capability for controlling civil society moves across a network of regimes with no shared doctrine, the same way financial and military capability does.
