Balance of Power
The distribution of capabilities among the major states in a system, and states' efforts to prevent any one state from dominating it. Central to Kenneth Waltz's structural realism: because international politics is anarchic, states worry about relative rather than absolute power and resist developments (a neighbor's growth, a rival alliance's expansion) that threaten to concentrate power disproportionately, even absent any direct act of aggression.
