Chokepoint
A structurally central node in a network — such as correspondent banking's link to the Federal Reserve, or the Western-dominated maritime insurance market that underpinned the G7 oil price cap — whose controller can exclude or restrict other participants' access. The core mechanism behind secondary sanctions and SWIFT exclusion: control a small number of chokepoints rather than needing to police an entire diffuse global network.
