Administrative proverbs
Herbert Simon's term for traditional management principles that, like folk proverbs, come in contradictory pairs and offer no guidance for which to apply. For example, 'narrow span of control' and 'few hierarchical levels' both sound correct but cannot both be maximized simultaneously.
