Debt ceiling
A statutory limit on how much the U.S. federal government can borrow, peculiar to the United States. Congress must periodically raise the ceiling or risk default. Despite being portrayed as fiscal discipline, it creates artificial crises since Congress has already authorized the spending that requires the borrowing.
