Force Generation
The full process by which a state converts its population, industrial base, and financial resources into an actual deployable, trained, equipped military force — gated by training-pipeline throughput as much as by equipment availability, since specialists and officers require months to years of training that cannot be accelerated the way equipment production can. A state can mobilize far more manpower than it can actually train and organize into effective units within any given timeframe.
