Free Rider

Someone who benefits from a collective good — a clean race, a functioning industry, a healthy fishery, a shared irrigation system — without contributing their fair share toward producing or sustaining it, relying on others to carry the cost. The free-rider problem is the many-player version of the defection incentive that drives the two-player Prisoner's Dilemma.
