Prosecutorial discretion
Executive authority to decide which laws to enforce, against whom, and how aggressively. Since no government can prosecute all violations, discretion is inevitable - but it raises concerns about unequal justice and whether presidents can effectively nullify laws by choosing not to enforce them.
