Brinkmanship
The strategy of deliberately allowing a dangerous situation to escalate toward a shared risk of disaster in order to force an opponent to back down before disaster actually occurs. It only works if the opponent believes the actor would genuinely rather risk mutual catastrophe than concede first — a belief that must be established without the catastrophe actually happening, or the strategy has already failed.
