Serial defaulter

A country that has defaulted on its debts multiple times throughout history. Argentina has defaulted nine times; Greece, five. Serial default often reflects underlying institutional weaknesses - political instability, unrealistic budgeting, or inability to collect taxes - rather than temporary bad luck.
