Near-decomposability

Herbert Simon's principle that complex systems are composed of subsystems with strong internal interactions and weak inter-subsystem interactions, enabling hierarchical organization and making complexity tractable for bounded rationality. This architecture enables evolution, learning, and adaptation because changes in one module don't cascade destructively through the entire system.
