The Signal the System Cannot Process

On a Friday evening in February 2025, Secretary of Defense Pete Hegseth called General Charles Q. Brown Jr., Chairman of the Joint Chiefs of Staff, to inform him he was fired. Minutes later, the announcement appeared on social media. Alongside Brown, Admiral Lisa Franchetti — the first woman to serve as Chief of Naval Operations — and several other senior officers were dismissed simultaneously. Over the following months, the removals expanded to include the heads of Cyber Command, the Defense Intelligence Agency, Naval Special Warfare, and the military's top legal officers. By May, Hegseth signed a directive ordering a 20% reduction in four-star general and admiral positions across the armed forces.

Five former Secretaries of Defense — William Perry, Leon Panetta, Chuck Hagel, Jim Mattis, and Lloyd Austin, representing both Republican and Democratic administrations over three decades — published a joint letter calling the dismissals "reckless" and concluding that "these leaders are being fired for purely partisan reasons."

Four months after the purge began, the United States executed Operation Midnight Hammer — strikes on three Iranian nuclear facilities involving over 125 aircraft and 75 precision-guided munitions in a 25-minute operation. By early 2026, as tensions with Iran escalated again and the Pentagon prepared for a potential sustained campaign, the new Chairman of the Joint Chiefs cautioned the president that shortfalls in critical munitions and a lack of allied support would add significant risk to any operation.

Here is the analytical question: Why does a political system restructure a military apparatus based on criteria the military system cannot process — and what happens when the restructured system faces the very threats it was designed to assess?

Luhmann describes how each function system in modern society operates through its own binary code — a single two-valued distinction that defines what the system can and cannot process.

Three Frameworks, One Collision

Luhmann: When One System Overwrites Another's Code

The military, understood as a function system, processes the world through a code we might express as readiness/threat. Every signal the military receives — intelligence reports, force posture assessments, logistics capacity, personnel competence — is processed through this distinction. Is this force ready? Is this a threat? The code does not process loyalty, political alignment, or ideological commitment. These are signals from a different system.

The political system processes through a different code: power/not-power (or, in its contemporary American form, loyalty/disloyalty). Every event is coded as: does this strengthen or weaken our political position? Personnel decisions in the political code ask: is this person loyal? Will they execute our agenda?

Functional differentiation means these systems are operationally closed — each processes events only through its own code. The crisis occurs not when the systems disagree (they cannot disagree, because they are processing different things) but when one system's code overwrites the other's. When military leaders are selected or removed based on loyalty/disloyalty rather than readiness/threat, the political code has colonized the military system's decision premises. The military system is still operating — officers still report for duty, ships still sail — but the code through which its leadership processes information has shifted.

This is what Luhmann calls de-differentiation: not the destruction of a system, but the colonization of its code by another system's logic. The military system does not cease to exist. It ceases to process its own signals autonomously.

Cross-Curricular Connection: The Blind Spot Theorem — Architecture of Modernity Unit 3 develops Luhmann's theory that every binary code creates a constitutive blind spot: the system cannot observe, from within, whether its own code is the right distinction to apply. When the political system overwrites the military code, it cannot see what it has destroyed — because the political code processes loyalty, not readiness. The readiness gap is invisible to the system that created it.

Simon: The Premises You Cannot Rebuild

Herbert Simon's theory of bounded rationality offers a different lens. Simon showed that organizations do not make decisions by calculating optimal outcomes — they make decisions based on premises that are built into the organizational structure itself. Who reports to whom, what information reaches which decision-maker, what criteria are used for evaluation — these are the premises of decision. Change the premises, and you change every decision the organization makes, without anyone at the bottom noticing why.

When you fire the Chairman of the Joint Chiefs, the directors of intelligence and cyber command, the senior legal officers, and a fifth of the four-star leadership, you are not removing individuals. You are removing decision premises — the accumulated institutional knowledge, professional networks, threat assessment frameworks, and operational judgment that took decades to develop. Simon's concept of satisficing — making decisions that are "good enough" given bounded information — depends on the quality of the premises available. Degrade the premises, and satisficing produces worse outcomes, because the boundaries within which decisions are being made have narrowed.

The critical insight is temporal: institutional knowledge is not a parameter you can adjust and then restore. It is an emergent property of decades of professional development, operational experience, and organizational learning. Firing experienced leaders is fast. Rebuilding the premises they carried is slow — measured in years and careers, not policy memos.

Cross-Curricular Connection: The Unitary Executive: From Fringe to Orthodoxy — US Politics Unit 3 traces how the theory that the president has absolute control over the executive branch evolved from a marginal legal argument to governing doctrine. The Pentagon personnel changes are a concrete application of unitary executive theory: the president's authority over military leadership, exercised without the constraints Congress intended when it legislated four-year terms for the Joint Chiefs chairman.

Meadows: The Leverage Point Illusion

Donella Meadows ranked the places to intervene in a system from least to most effective. Changing parameters — numbers, quantities, personnel — is Point 12, the weakest form of intervention. This is how the personnel changes were framed publicly: we are adjusting parameters, reducing "bloat," right-sizing the force.

But Meadows' hierarchy reveals something the political framing obscures. Changing the rules of the system — the criteria by which decisions are made — operates at Point 5, far more powerful. When the criterion for military leadership shifts from demonstrated competence and operational experience to political loyalty, the rules have changed. What appears to be a low-leverage parameter adjustment (fewer generals) is actually a high-leverage rule change (different generals, selected by different criteria).

This is the leverage point illusion: an intervention that looks minor at one level of the hierarchy is actually operating at a much deeper level. The announced policy — "less generals, more GIs" — processes as a parameter change. The enacted reality — replacing experienced leaders with loyalists — processes as a rule change. The gap between the two is where the system's future diverges from its announced trajectory.

The Iran Dimension: When Capacity Meets Crisis

The collision of personnel changes and escalating threats creates a concrete test of the theoretical frameworks.

By early 2026, the restructured Pentagon faced exactly the scenario its previous leadership had been trained to assess: a potential sustained military campaign against Iran. The new Chairman of the Joint Chiefs — the first to hold the position without prior four-star experience — warned of munitions shortfalls and insufficient allied support. Think tank analyses estimated the U.S. could sustain only days of intensive strikes before precision-guided weapon stocks were depleted. Interceptor systems critical for force protection — Patriot, THAAD, SM-3 — were already in limited supply, and their expenditure in the Middle East would compromise readiness for a potential Pacific contingency.

The frameworks converge here: Luhmann explains why the political system could not see the readiness degradation it was creating (the political code does not process readiness). Simon explains why the degraded institutional knowledge could not be quickly restored (premises accumulate over decades, not months). Meadows explains why the intervention was more consequential than it appeared (a rule change disguised as a parameter adjustment). The military system needed maximum capacity to process threat signals at precisely the moment that capacity was being reduced — and the system doing the reducing could not process its own effect, because readiness was outside its code.

The Question That Remains

Civilian control of the military is not a bug in the system — it is a structural coupling, the constitutional mechanism through which the political and military systems remain mutually dependent without merging. The president commands; the military advises and executes. The coupling works because each system maintains its own code: the political system sets strategic direction through power/not-power, and the military system implements that direction through readiness/threat. The coupling becomes pathological — it becomes de-differentiation — when one system stops processing through its own code and begins processing through the other's.

The diagnostic question for students of systems theory is precise: Is the current restructuring a legitimate exercise of civilian oversight (structural coupling functioning as designed), or has the coupling mechanism itself been captured, converting strategic direction into code-overwriting? The answer depends on whether military leaders are being replaced to improve readiness (the military code) or to ensure loyalty (the political code). If the former, the coupling is intact. If the latter, we are observing de-differentiation in real time — and Luhmann's theory predicts that the consequences will be invisible to the system causing them.

In Meadows' hierarchy, changing parameters (Point 12) — numbers, quantities, staffing levels — is the weakest form of intervention. However, when the replacement criteria shift from demonstrated competence and operational experience to political loyalty, the rules of the system (Point 5) have changed. Rules determine who gets to make decisions and by what criteria — they shape every downstream outcome. A parameter change adjusts how many generals exist; a rule change determines what kind of generals exist. The gap between the announced parameter change and the enacted rule change is where the system's actual trajectory diverges from its stated one. This is the leverage point illusion: an intervention that appears minor at one level of the hierarchy is actually operating at a much deeper level, with proportionally greater consequences.

When institutional competence is degraded by political intervention, and that degraded institution then makes consequential military decisions, the ethics of complicity extend beyond the officers who execute orders to the political actors who reshaped the institution's capacity to make sound judgments. The question is not only "who gave the order?" but "who ensured the institution could not give good advice?"

This case study does not resolve the question. Systems theory does not tell you whether civilian control has crossed from coupling into capture — it gives you the analytical vocabulary to see the distinction, to identify the codes in operation, and to predict the consequences of each interpretation. The frameworks are lenses, not verdicts. But they are lenses that make visible what partisan framing — on either side — systematically obscures: the structural architecture of the collision, and the systemic consequences that no single code can process.

Bayesian Update: April 2, 2026

April 2, 20262026

Prior (as established in this case study): The original assessment used Luhmann, Simon, and Meadows to analyze the removal of Chairman Brown and senior military leadership beginning February 2025. The finding: the political system's loyalty code had overwritten the military system's readiness code (Luhmann); decision premises accumulated over decades had been removed faster than they could be rebuilt (Simon); what appeared as a parameter change was actually a rule change, selecting leaders by different criteria (Meadows). The case study predicted this would have consequences invisible to the system causing them — because readiness is outside the political code's processing capacity.

New Evidence:

On April 2, 2026 — Day 33 of active combat operations against Iran — General Randy George, Army Chief of Staff, was ousted and replaced by General LaNeve, Hegseth's personal military aide. This is the exact pattern this case study analyzed, now occurring inside a live war rather than as institutional preparation for one.

At the Department of Justice, Attorney General Bondi was fired the evening of April 1 — told in the Oval Office while a teleprompter was being set up for the Iran address. Her replacement, Acting AG Todd Blanche, is the president's personal defense attorney. The DOJ pattern mirrors the Pentagon pattern with one structural difference: where the Pentagon moved from experienced career officers to loyalty-coded officers, DOJ moved from a political appointee to the defendant's own lawyer. The loyalty code has, in Luhmann's language, completed its colonization — not just of the military subsystem, but of the legal subsystem simultaneously.

Meanwhile, the Supreme Court voted 7-2 against the administration on birthright citizenship — a majority that included five Republican-appointed justices. The judiciary has not been captured. Functional differentiation is holding in one branch while collapsing in DOJ and the military.

Posterior Update:

The original case study used Meadows to identify the leverage point illusion: the rule change was disguised as a parameter change. April 2 removes the disguise. Removing the Army Chief of Staff during active combat operations — and replacing him with the Secretary's personal aide — cannot be framed as routine organizational right-sizing. The "less generals, more GIs" framing was barely plausible in February 2025. It is analytically untenable in April 2026 during an active war. Meadows is explicit: a rule change at Point 5 during active operations shifts the system's trajectory at precisely the moment the system needs maximum capacity to process threat signals. Simon's prediction follows directly: the decision premises being removed during the George firing — institutional knowledge, operational experience, the professional networks that enable effective coordination — cannot be rebuilt during an active campaign.

The SCOTUS 7-2 ruling provides the counter-signal this framework requires. Luhmann's functional differentiation predicts that systems maintain their own codes against colonization when their institutional architecture remains intact. The judiciary's 7-2 ruling — with five Republican appointees in the majority — is the system doing exactly what the theory predicts: processing through the legal code (constitutional/unconstitutional) rather than the political code (loyal/disloyal). One subsystem is holding. Two are not.

Null Hypothesis Assessment:

The null hypothesis — that the April 2 military personnel change represents legitimate civilian oversight improving readiness — requires explaining why an Army Chief of Staff was removed mid-campaign during active combat operations, why his replacement is the Secretary's personal aide rather than a senior operational commander, and why this occurred simultaneously with the DOJ transition to the defendant's personal lawyer. Simon's bounded rationality framework predicts that organizations making decisions based on degraded premises will make worse decisions. The April 2 data is precisely what a degraded-premises system looks like under maximum operational pressure. The null hypothesis has no competing explanation for the timing.
